What drywall assembly meets Toronto basement suite rules?

Question

What drywall assembly meets Toronto basement suite rules?

Answer from Drywall IQ

For a basement suite (secondary dwelling unit) in Toronto, you need a 1-hour fire-rated assembly between the suite and the rest of the house, plus STC 50 sound separation — and both requirements must be met simultaneously in the same wall and ceiling assembly.

This is one of the more demanding drywall scopes in residential construction because you're not just finishing a basement — you're creating a legally separate dwelling unit that must meet Ontario Building Code fire separation and sound transmission requirements, Toronto's Zoning By-law requirements, and pass a building inspection.

Fire Separation Requirements

The Ontario Building Code requires a minimum 1-hour fire resistance rating for the separation between a secondary suite and the rest of the dwelling. The most common assembly used by GTA drywall contractors to achieve this is two layers of 5/8-inch Type X drywall on the suite side of the separation wall and ceiling. A single layer of 5/8-inch Type X achieves approximately 45 minutes — not enough. Two layers gets you to 1 hour or beyond, depending on the specific tested assembly.

The assembly must be continuous — every penetration (electrical boxes, plumbing pipes, HVAC ducts) must be fire-stopped with approved materials. A single unsealed gap around a pipe can void the fire rating of the entire assembly. This is not a detail to leave to chance, and it's one reason inspectors look closely at basement suite separations.

The door between the suite and the main dwelling must be a solid-core door with a self-closing device — this is a code requirement, not a suggestion. The drywall contractor and general contractor need to coordinate on this detail because the door frame and rough opening affect how the drywall terminates at the separation wall.

Sound Separation Requirements

Ontario Building Code requires STC 50 (Sound Transmission Class 50) between dwelling units. This is a meaningful acoustic target — a standard single-layer drywall partition achieves roughly STC 33-35. Getting to STC 50 requires deliberate acoustic design in the assembly itself.

The most cost-effective way to hit STC 50 in a basement suite separation is a resilient channel assembly: standard stud framing, batt insulation in the cavity (Roxul/Rockwool Safe'n'Sound is the preferred choice for GTA contractors — it outperforms fibreglass for sound absorption), 25-gauge resilient channel screwed horizontally to the studs at 24 inches on centre, and one layer of 5/8-inch Type X drywall screwed to the channel only — never into the studs. This assembly typically achieves STC 52-55 when properly installed.

The critical failure point is short-circuiting the resilient channel — if even one drywall screw penetrates through the channel and into the stud behind it, the vibration path is re-established and you lose most of the sound isolation benefit. This is a professional-only installation. The same mistake is nearly invisible to the eye but completely defeats the purpose of the assembly.

For ceiling separations (the floor/ceiling between the suite and the floor above), the assembly gets more complex. A common approach is 5/8-inch Type X drywall on resilient channel on the basement ceiling, with Roxul Safe'n'Sound between the joists. Adding Green Glue damping compound between two layers of drywall on the ceiling can push the assembly to STC 58-62, which provides meaningful improvement in impact noise (footsteps, dropped objects) as well as airborne sound.

GTA-Specific Considerations

Toronto's Zoning By-law 569-2013 permits secondary suites in most residential zones, but the suite must comply with the Ontario Building Code and a building permit is mandatory — no exceptions. The permit process for a basement suite in Toronto involves a zoning review, building permit application, and inspections at framing, insulation/vapour barrier, and final stages. The drywall cannot be closed in until the insulation and vapour barrier inspection is passed.

The 6-mil polyethylene vapour barrier goes on the warm side of all insulated exterior walls before drywall — this is non-negotiable in Ontario's Climate Zone 6. On the interior separation walls between the suite and the main dwelling, vapour barrier is not required (both sides are conditioned space), but the fire and sound assembly requirements still apply in full.

Basement suites in older GTA homes — the post-war bungalows common across Scarborough, North York, and Etobicoke — often have low ceiling heights that make meeting the minimum 1.95-metre clear ceiling height requirement challenging once resilient channel and two layers of drywall are added to the ceiling assembly. This is worth measuring carefully before finalizing the design.

What This Costs in the GTA

For the drywall scope alone on a basement suite separation (fire-rated walls and ceiling with sound isolation), expect $6.00-$10.00 per square foot for a properly installed resilient channel assembly with Type X drywall, insulation, and finishing. A full basement suite drywall package including all walls, ceilings, and the separation assembly typically runs $8,000-$18,000 depending on size and complexity.

This is professional-only work. The combination of fire-rated assembly requirements, resilient channel installation, permit inspections, and the consequences of getting it wrong (failed inspection, voided fire rating, poor sound isolation between tenants) puts it firmly outside DIY territory.
